Expired H1 Transfer

My H1B expired on Oct 10, 2006. After that my status has been transferred to L1B now. Can I transfer this expired H1B visa to another company/consultant and start working legally for them? I heard that as long as it is within a year, we can do this transfer, can you please confirm.

---- If you have not completed 6 years on your H1 then you can transfer the H1 and start working for the new company
