H4 Visa Stamping - I am in India Visa Exp on Nov '07

I hold a H1B Visa which expires on 3 Nov 2007 (both Visa and petition).

I got married on 27 May 2007. My spouse is also working in an IT organization with 9 months of Exp.

Since my Visa Validity is less and I am no more in US. Will this affect H4 stamping process? If this would, when would be the right time to apply...Please Advice...?

I am planning to travel back to US by end of Sep 2007.
