College Degree for H1-B

I have a question about the college degree and H1-B filing?

I have heard recently that any applicant can't get an approval of H1-B petition or USCIS will not consider that application of those who doesn't have a degree certificate at the time of appying for H1-B.

Is it true? If it's than is there any other alternative or option?
