Multiple H1 Transfers

Hi,

I applied for a H1 transfer with company X. INS has asked for RFE's for the second time because it's a startup company. Now i don't want to continue with company X and would like to do a H1 transfer with company Y. Can I do that? Can I apply for a transfer with company Y when my transfer with company X is still pending ?
