Notice of Receipt - H1 Transfer

In case H1 is being transferred from employer A to employer B :

1. Before I join employer B, do I need to wait until the Notice of Receipt arrives ?

2. How much time on an average does it take for the Notice of Receipt to arrive after a request has been sent ?
