H1B Visa interview

Hi

one of my friend has booked his interview in delhi consulate but his state of residence is chennai

1.can he take interview in delhi consulate
2.if he can also if he has a brach office in delhi or near by delhi,so he can give some reasons that currently he is delhi
3.if he doesnt have any branch office in delhi his offices are in chennai and in hydreabad only,in this case what can he say if he is asked why is he attendending in delhi consulate.

kinldy some one help me what kind of answers can he give .would be great if u could send me at the earliest.
