Status between H1B Approval by USCIS and actual working?

Q 37 Spouse F2/H1-B Working/ Visiting/ Living on DS 156 form of Spouse for Visa Stamping

What should I write on DS 156 Q 37, as my spouse was on F2 in USA, but got approval of H1-B (COS) last week with current date, and I-797 is in mail and we are waiting. The actual date of start may/may not be before USConsulate interview in INDIA as other formalities of SSN etc need some time?

I am confused in deciding the Answer to Q 37 of DS 156.
