validity of H1 visa

Hi,

How can you determine if H1 visa is valid?
If the date on H1B visa says valid from 10/01/2007 to 09/30/2010, does that mean that the person can not start working prior to 10/01/2007?

That's correct. Earliest you can start working is 10/01/2007.
