Help regarding H4 to H1 Conversion

Hi,
My husband and I will be moving to the US this November. He has an H1 visa and I have an H4 visa. When can I apply for an H4 to transfer to H1 and when is the expected approval of the transfer? I already have a company willing to sponsor me.
I heard that I have to wait for April 1 next year, is this true?

Jobs arising in many non profit organizations, govt hospitals, universities etc. are classified as cap exempt. You can apply and get hired by any of these institutions all year round irrespective of quota is gone or not for that fiscal year. Search the web for more info.

one of my frnds is on L1, can any one guide me (with job sites) which are cap exempt on CRM side?not on admin,faculty etc...purely CRM--- Siebel platform.
