Can any one tell me if h1b transfer from one company to another can be done after leaving cuurent company or it has to be filed before leaving current employer. Help and clarification will be highly appreciated..

have a job offer first and people ready to do the transfer.then make your move.You can file for a transfer right now,there is no rule that you should wait to leave the current employer.Note that once this is done, the current employer will terminate your status and you need to do the transfer ASAP.Note that this is not a legal advice. My understanding is once your transfer is approved then you can work with the new employer.In the mean time you cannot work ,so this time is like a break? It is best if you file for H1 transfer while you are stillng work for your current company.
If you leave your employer, you are legally out of status until you file another petition with another employer. And things become grey area, you can't go for visa stamping in Canada/Mexico and any other unforeseen problems may arise.
You can start working for new employer as soon as you get your receipt for the new petition. You don't have to wait to get it approved.Immihelp Support
