H4 to H1 conversion

Hi,

Planning to change status from H4 to H1. Currently residing in US.
This is for the first-time change to H-1 status.

1. Can it be applied anytime throughout year or it needs to be filed only after April 1st..?

2. Does it come under regular H-1 quota and has any other quota restrictions..?

I appreciate any input on this. Thanks!

2. Does it come under regular H-1 quota and has any other quota restrictions..?
