H1 Maxout - 7 yr extension

My visa is going to maxout in Aug 2008. I'm going to apply GC in December 07. Is it possible to get the 7th year extension using the Labor? I have read in one article "The PD date should be 1 yr old then only we would be able to get the h1 extension"

Please let me know if any1 have answer for this
