Some general questions about H1B Visa

Can I ask you some general questions?

Suppose some one is in H1-B visa status now, and he/she is going to quit the
job, and transfer to F2 Visa status, and start job hunting, and if she/he
find
a new industry job, can he/she still use her/his former h1-b quota to
transfer back to h1b status?

The second question is: can a company sponsor J1 Visa?
