Confusion....pls help

My H1B was revoked on Feb2007.Now I am on H4.I was planning to apply for H1B in 2008.So my question is

1. Does my H1b count towards the general quota????
2. Should I apply for H1B again or is there any other means where I can change my status to H1B.(I didnt work while I was on H1 last year).

Changing the status from H4 to H1 is just applying H1 there is no difference.
