drivers license for H4

Hi
Can anybody tell me what is the procedure to get drivers license in California for a H4 with out SSN.When I went to apply they said it might not be possible to get one .Is there anybody who is on H4 with out SSN holdng a license?

I thought H4s have a right to SSN. If you are waiting for SSN, wait to get it, then goto the DMV. Also, visit the CA DMV's website.

H4s are no longer eligible for SSN since 2002

am not aware of California rules but as per Arizona, H4 can get DL using TIN...one of my neighbours did the same way n she got the license...no hassles.
H4 holders can not have SSN.
