Clarification for H1-B scholar quota

Hi,
I am a student on F1 visa. I got my EAD card for my OPT for 1 year. The OPT starts mid January. I want to apply for H1 this April.My question is, I haven't yet graduated but my I-20 says that my studies have completed. So do I still qualify for the Master's quota in the H1 process?
Also, while filing, what all documents are needed?
