Can I Apply H1 with Multiple Employers?

Hello,
I had applied for H1 and have my I-129 approved on 08 Febraury 2007. Since then, I have not recieved the documents from my employer which i need to take for stamping.

If i dont get the documents from this employer, can I apply for H1 from a different employer once again for April 2008 Quota? Is there any legal problems that could arise by this?

Please suggest.
