H-1B transfer from Univ to Corporate

Does the H-1B transfer application process from a University to a
Corporate employer differ in any other way except that it has to count against the CAP limit?

Are there any other special forms to be filled out? (or) Any special
options need to be checked in the transfer application?

Does USCIS consider an application in if it is recieved before FEB 14th due to the CAP limit approaching?

Just to add to my previous post.

My H-1 with the Univ doesnt start until Mar 20th. Can I still apply for a transfer on a H-1B that hasnt yet started?
