How to choose H4 visa consulate?

My wife is from Mumbai and I am an Indian citizen on H1B originally from Delhi. What visa consulate should she apply her H4 visa at? Mumbai or Delhi?

On the scheduling website, it says that they are going to ask for a proof of residence.

Please help.

Wherever she will be when in India - Mumbai or Delhi

It should not matter for H4 since its a dependant visa.

Make sure she has more than required documentation.

Better you can apply the H4 dates in the location where your currently residing.
