I has a H-1 visa and my sister got admission into school here in USA, but she does not have finanicial aid. I wonder if I can sponsor her to get her F-1 visa. Or how much money should I show to help her?

If you have money, yes you can. You will have to show enough extra money so that you can pay her tuition and other living expenses, whatever is described in I-20.
When she comes here on student visa, you can buy student medical insurance from www.immihelp.com/insuranceImmihelp Support

My sister's F-1 Visa get rejected because they told me she has immigration tendency. I wonder if it is because I am her sponsor. She will go and try it again. I wonder if anyone has the same kind of situation to help her out. Is it better to ask my parents to show financial sponsorship to her instead me.
I appreciate any kind of response.
