is it legal to apply for 2 h1b under the same person? In what circumstances one company can file 2 h1b for the same person?

I have been talking by a consultancy and they said that they can also file 2 h1b for so that you have double chances of getting selected in either of the h1b in lottery system.

Is that legal to do so? Any issues with that later in interview if both or at least one get selected?

Has anyone encountered such experience? Pls share here. Any help appreiated.

Not two, many companies can do H1 for the same person.
