Masters degree weightage in H1 visa vs experience

Would like to know the value being given for Masters degree(IT) in H1 visa.
Has Btech degree also in IT.

current exp is 1+ .working for a cmm level 5 company

one of my friends dont have masters degree and has 3 + years of experience

Who stand a bright chance of availing the H1 visa.

Who will be given preference..

Getting h1 visa , both the qulaification does not have any impact as such, your sponser's credentials and timely filing petition has good chances of approval. (not stamping visa)
