OPT on H1B rejection

In case a student after graduation gets H1 rejection,can he still continue on student visa and still continue working under OPT since after graduation OPT can be extended upto 2.5 yrs.
Can someone suggest pl.

Sure, if STEM grad, has a job, the employer uses E-verify. He can go for a 17-month extension and re-try H1 next year.
