H1B query; clarification required

Hi All,
one of my friends went to h1 stamping in dec 2007 to chennai, VO gave him a pink 221g. he has submitted all documents requested, in a drop box in jan. after processing he got his passport with out visa stamping with a message that his docs has been sent to Additional processing. recently he received another query from on that "passport" is written. do he need to submit the passport to Chennai Consulate?
