H1B Visa stamping in dubai/abudhabi

I have a question for you all. I am currently residing in the US on a H1B work visa. I am a citizen of dubai but was raised in Ras Al Khaimah which is a state in UAE. I came to US on a student visa F1 which i had got stamped in dubai. know i have a job with the H1 Letter, can i go and stamp in dubai or Abudhabi? my parents still live there. Are they rejecting lot of visas these days ?
