I am on H1B. My spouse is in India and his H1B has been filed.
His H1B has been selected in the lottery though we are yet to
receive the approved H1B petition. Can he come over to US
in July in H4 and then get a status change to H1B? Does he need to
reenter US with H1 status on his I-94 to allow him to work?
