Can H-1 holder work on the side with 1099

If I work for company A with an H-1 b status, can I sign a 1099 for (independent contractor) with company B to work on the side? Are there any bad consequences if my green card is being processed at the same time?

No. Company B has to sponsor your H1 and then you can work for them part-time on W2.
