H1B worker salaries and leave of absences

Is there any rule which says that salaries for H1B workers cannot be reduced below whatever they joined at or that they cannot take an extended leave of absence without pay ?

Worker salaries can be reduced below what they joined at, as long as it's reasonably close to the prevailing wage for that area. The employer should notify the INS to amend the H-1 petition to the lower wage. They should not, however, just lower the wage without making sure both of the above have been taken care of.
