US H1-B1 Visa & H1-B1 Visa Services

Dear Sir/Madam,

I'm a Singapore citizen currently in Toronto, Canada for holidays.I would like to know whether can I apply for US H1-B1 Visa in Canada in the US Consulate? Or must I go back to singapore to apply one?

Also can I know your costs of the H1-B1 Visa Services? Please advice the necessary documents needed to apply for a H1-B1 visa. What are the forms needed for the US H1-B1 visa and where I can get them. Thanks.
