new H1B status quesion

A friend's H1 is applied at Texas INS. Want to check the status but not getting any success in their phone number 214-381-1423. Is there any H1 trackers list where I can check the pattern? Or does anybody know how long Texas center is taking to process new H1B application?
Any info is appreciated as I am don't belong to Texas service center and don't have many links.

TX H1B

My Friend's H1 approved from TX 2 years back(1999). And it took 7 months to Issue that H1. Actually It took 2 months to approve but then took next 5 months to Issued. Its because that time other centers than TX, slowed down in the issuing process and INS decided to hold TX department cases and levels it with other centers.

my friend got his H1B from Texas center in 3 months, received notice of approval just this week
