Please let me know about PIMS. When does this process occur and how come it is essentially linked up with VISA ISSUANCE?
Does it happen immediately after the "CASE APPROVAL"?

All new approval notice of actions are loaded on PIMS automatically now. If the petition was old, it carries a chance that it was not updated and results in a wait of 2-4 days for the update to be done. This has to be done by the consulate before they can issue the visa.
