Why can't I join new company Immediately ??

Company B has filed my H1 transfer a week before S2045 was
signed by President. Now, when I asked them, I wish to join
before my H1B gets approved, they are saying they are
waiting for INS Regulations. Does anyone know about this?
Do one have to wait until INS Regulates this bill? Is there
anyone with similar situation.
