H4 To F1

which option is better for getting admission to M.S., take admission on H4 and after one sem. change status to F1, or directly take admission on F1, if got admossion on F1 then i need to stamp visa before starting the school? or needs to stamp F1 visa when i will go to India and re-enter in US.

Does not make a difference in terms of obtaining admission. You can change status without getting a visa stamp or by getting a stamp. Check form I-539 from USCIS.
