H1 B transfer- stamping query

sir/madam,
I am currently working with a leading indian IT company with H1 B in US.i wanted to transfer my H1 to another employer. but i have already signed a bond stating i need to pay penalty for the money invested in me(actully no money invested in me except for the travel expense) else i need to go to india stay there for min 3 months quit the current employer come back to US to work with the new employer

I am planning to xfer my H1 then go to india and resign come back to work for the new employer as i dont want to carry a offense.

do i require to get stamping for the new employer as i am leaving US with the current employer and comming back to work for the new employer?

or is it advisable to quit the company in US violating the bond?

please help me..
