Unemployment wage report

I have all the necessary documents to carry for H1B Visa interview except "Unemployment wage report ".
1)Is it a mandatory document?
2)How will the Consulate treat the case if the Petitioner doesn't have such a document?

1. No. Better if you have it.
2. If they want to see the report, they will issue 221g.
