I am planning to go to Matamoros, Mexico for my H1 stamping. I went to the website www.usvisa-mexico.com. But in the visa info section they say,

Now could anyone please explain to me what visa are they refering to? Are they talking about Visa to enter mexico and that wait time for it? Or they are talking about H1 visa wait times?
Some please help.
Another question I have is: How long it takes to get H1-B approved? I have heard in Canada now they take 4 working days, is it applicable to Mexico Consulates too? I am working on h1B and I am going for extension. I am working as contractor with a Client to my original company. There is one vendor layer in between, would it affect anything?
I would appreciate your inputs/thoughts.
