I had applied for H1B in 2006-2007. I received approval.

When I went for stamping, I received 221 (G). my emploer is not intrested to answer my queries. So I didn't attended for stamping next time.

my application was not selected this year in lottery. I was counted in 2006-07cap, so i believe I can use remainder option. Can you confirm the same?

Yes, you can provided the consulate did not send the H1b for revoke which they do only if they find out the H1b was fraudulent.
