H1B approved - Travel to USA on F2

My H1B is approved but still I didn't go for stamping in India.
My employer asked me not to go for visa stamping and to wait for some more time as they don't have projects right now. ( if i go now i should be on bench, which is risky)

My husband is having F1 visa.

Here are my questions:

1. Will there be any problem if I apply for F2, Get F2 stamped and enter USA?

Once my employer finds project for me,

2. Is it compulsory to go back to INDIA and re-enter with H1B visa stamp to start work or
Can I apply for COS from F2 to H1 with in US.

3. Is there any risk involved in my case?

Please answer to my questions.

A COS does not occur quickly. You will likely have to go for stamping in order to be able to take on the project in the time required.
