H4 to H1 Visa Interview Location

Hello,

My wife was in India when she applied for H1 Processing. We got married and she came to the USA on H4. Now she has H4 I-94. Her H1 is approved and the I797 says the Consulate as Kolkata, India. Since she is already in the US can she attend the interview in Mexico or Canada? or Does she need to go to the specified consulate on I797.

She could attend in a third country assuming the risk that she could be directed to the home consulate if she does not have a US degree.
