Green card payment

A friend is on H1 and he's planning to get his H1 transferred to some other employer.
The other employer is offering GC processing but asking for money. Is this legal to pay for GC ?

Depends. The Labor filing portion of the green card cost has to be absolutely borne by the employer. Rest all including attorney costs can be taken from the beneficiary.

Payment should not exceed the cost of the allowable fees. "Buying" a green card by paying the employer a profit is unacceptable.
