IS Unemployment Wage report/W2 Mandatory document?

Can any one inform me if the LAW requires "Unemployment Wage Report "and "W2" as a Mandatory/Compulsory document, more so if they ask for it in 221 g form?
What if someone doesn't have it?

not always, are you going to second stamping for H1B then it's mandatory. otherwise it's supporting documents sometimes VO strongly recomended for that docs. if possible arrange it
