H4 to H1 COS

Hi,
Could someone please help me with these questions.
My wife entered US on a H4 in 2007. She applied for a H1 in April this year. She had go back to India in May. Her H1 got approved in Jul.
- Can she enter US now on H4 & then apply for a COS? Or does she have to get H1 stamped before she can enter US?
- How long does it take to get COS approved?
Any help would be appreciated.

Either can be done if she has a REAL job. 2-6 months for COS approval.
