H1 B Visa slots in Matamoros,Mexico

Hi,

I am planning to get my Visa stamped from F1 to H1B before dec 2008.
I got H1B approval ie., I-797 on October 2007.
I tried to reserve Visa appointment in the website http://www.usvisa-mexico.com
When ever I log in to teh website I never saw any slots available.
Is there anybody who reserve the slot from the website and please help me if there are any specific times where the slots will get open,

Any kind of help would be appreciated.
