non-cap H1-B

How long does it take to file for a non-cap H1-B? If, for instance, my employer said they filed it last October, how long would it take for one to get an NOA from the USCIS. And how long will it take to get approved?

Is it also true that all the visas are on hold because of the recession?

Please help me.

non-cap or cap H1, they take the same time. No difference. Only difference being non-cap can avoid the rush season as they could file it anytime and hence have quicker processing times while April-Oct is a rush season.
