Having H1 and L2 together

I have L1 and my wife has H1B. We are in the same company.

1) Is it possible to get L2 (L1 dependent) processed for her even if she currenlty is on H1?
2) Can the processing be done without her going back from US?

The reason being her project is going to end soon and will have to go back from US. So we are looking for alternate.

Can any one guide me on the process?

1. Yes and no. Once the COS from H1b to L2 is approved, she is no longer on H1b. Only 1 legal status allowed inside US. After a COS to L2, she should stop working on H1b and wait for EAD to begin work again.
2. Yes
