Employer not making payments

Hi,
I resigned from my job with my old employer with a two weeks notice. Now she is making delays in payments. How can I get the DOL to interfere?
Also does anybody know about the non- compete agreement? Is it legal?

As far as I know "non- compete agreements" are valid if signed in USA.
