Is PIMS issue existing anymore

My spouse is going for an H4 stamping this week in Delhi consulate. I wish to to know if we still have PIMS delay issue delaying the visa issue process? I remember it was a problem 6 months back.

If there is a prob, how long does it normally delays a case?

Shouldn't exist if the petitions were approved after PIMS was put in somewhere in mid 2007. Prior petititions may still involve a delay of 2-4 days max. PIMS has never been a show stopper.
