I have Valid h1b petition but no visa

My petition for year 2007 was approved but my employer didn't call me thr and even I was not interested due to personal reasons.
I have that petition with me I797, and I am very willing to go to US. But my employer is not intrested this yr too due to recession.
Can any other employer help me in processing my visa? Please reply. Thanks

Yes, they can as you were cap counted.
