urgent question on H2B to H4 transfer

a friend and his fiance are both here on H2B visa from india.
fiance got laid off from job.
1) how long can she stay in US and look for another job ?
2) Can they get married in US and get her converted to H4 visa ?
3) or does she have to go back to india to get H4 visa ?
4) what other options do they have ?

2. Yes if the person was still in status.
3. Depends. USCIS may reject the COS if there is delay in when the COS is applied for.
4. Apply for B1/B2 COS and remain legal temporarily till they can sort it out.
