H1 bench issues

Why is it that most people who work on H1 visa in the US believe that employer should NOT pay them when they do not have any project for them ?
Also, they think it is corrrect, though the law says on bench wages are a must.

Don't these non payment of bench for a month or couple of months make a person fall out of status ?

Does the dept of wages / labor track such irregularities ?

Could you tell what the matter is all about ?

it is very easy for consular people to find out that you were not paid while on bench by looking at your W2. If you don't carry one then you will be given 221 to produce the same.
Bottomline is that they have started paying close attention to see if you maintained the requisite compliance.
Remember, the law in western eventually catches up with you.
We have abused their trust for a long time and now we have no room to run away from the punishment.
So all of you people on bench without pay, MAY GOD HELP YOU.
